Board time

The server NoPC runs on now checks a timeserver hourly and updates the system/hardware time. This *should* eliminate the time-creep that occurs on the board. Members *may* need to look at their personal time offset setting as the base system time did change.

Board time is now 17 minutes fast, compared to atomic-clock time. It was 14 minutes fast, just last week.
